Please do drop some knowledge for me but his former team RANGERS played in Champions league and NOT UEFA cup. Even though they got regulated to Uefa I don't understand why he can't play for us. Is it a weird FIFA rule or something?

it's something along the lines of he cant play for tottenham incase he meets his former team (rangers) in another round of the UEFA cup, i think.
So if Rangers had got to the CL group stages, or eliminated completely, he could play for us? That's rubbish. What if Rangers get knocked out in the next round of UEFA? Can he play for us then? I'm sure he couldn't, but it's the same principle.
The Hutton matter falls under UEFA Cup Rules, Chapter 8, Article 17.18, which states: "One player who has played UEFA club competition matches for another competing club in the current season may exceptionally be registered provided that the player has not been fieled: in the same competition for another club or for another club that is currently in the same competition. Furthermore, if the player's new club is playing in the UEFA Cup, his former club must not have played in the UEFA Cup at any point in the the current season."
On a related note, will Cerny be allowed to play against Slavia Prague? Don't loan agreements sometimes contain clauses that the player can't play against the team that owns his contract?
