I'm no expert but doesn't what she's doing qualify as assault? You really can't throw anything at a person, water or otherwise. And she certainly could and would have been liable if that water had damaged the phone.
You certainly can't drop, toss, throw, throp or anything else pieces (or apparently whole reams) of paper on MLS coaches, lest you get threatened with assault charges.
She's way out of line but I'd guess her point was that people in the section should be participating in the cheers she leads rather than observing the game through a phone. She probably shouldn't be a capo though for behavior like that.

First day of autumn classes at Ohio State today. Students wearing various soccer jerseys is pretty common, of course. Lots of Crew stuff (also fairly common among university staff), the usual EPL offerings. There's always some Real Madrid, Barca and the stray Bundeliga of Serie A fans around. This morning, I saw some fool wearing an Austin jersey. That's a first. I know these are basically children. This loser was probably in middle school when the #STC saga first hit the fan. Still, I assume at some point today, a Crew fans in one of this guy's classes will ask him wtf he's doing wearing Precourt's team's shirt in Columbus. Dumbass.
It was posted in another thread that MLS is a hyper-local sport. It'd be interesting to see heat maps of each team's fan base. Obviously, there's Crew fans all over Ohio, plus fan bases in Chicago, Denver, a few fans in the SF Bay Area, Massachusetts and elsewhere. I'm sure the "sexier teams" like LAFC, NYC FC, Atlanta and Seattle can claim similar... But Colorado? KC? Dallas? New England? Is the widespread Columbus fan base moreso the exception or the rule? It'd be an interesting study. I'd be very surprised if the Austin fan didn't have some sort of connection to the city.
My money says that the kid has never been to Austin - might not even be able to find it on a map - but knows of The Saga and is wearing the shirt just to be a dick.

I know a couple who went to OSU and attended several crew games during the STC era. They relocated to Austin and now have season tickets in the equivalent of the Lower.com Field Lounge Seats.
Big deal. There are Ohio State fans in Michigan. There are Michigan fans in Ohio. There are Steelers fans in Ohio. There are Browns fans in Pennsylvania. God knows there are Red Wings and Blackhawks fans in and around Columbus. Fans wear gear.
There are like 7 Browns fans in all of Pennsylvania and they all live in/near Erie. However there are thousands of Steelers fans in Columbus and thousands more in Y-town/Stubenville et al. Just wanted to make that subtle distinction. Carry -on.
