There may or may not be a valid argument whether he's still elite today but he still was 7yrs ago when SAF retired, without question. Bayern might have been a "mess" but he still managed to win trophies in his time there. As for Everton, he's literally been at the club for a year now. And after getting the players he wanted this past summer, it's hard to argue that he's got them on the right path. Bottom line, whether it was then or now, Don Carlo is on a different level than David Moyes: that is pretty much undisputed...
Talk about setting the bar to the floor. I'm not sure I have ever seen a manager lose his shine as quickly/badly as Tapas Pulis. I was actually impressed with some of the things he did last season, particularly on the back end of it but since then, he's been an absolute shambles. His decision making is terrible and he's proven quite inflexible and kind of arrogant. I can only imagine how Arsenal's fanbase reacted to his comment regarding stats/probabilities. Personally, it took me back to this below: that's how ludicrous those comments were from him (in context of their timing).

The decision to play the likes of Willian or Bellerin, just to name those 2, over and over when they've been pretty poor by and large and there appear to be viable options in their stead, is on him though. I get your EL oppo are pretty weak but it seems that the youngsters have performed very well there (guys like Smith-Rowe, Nelson and others): at the very least, Arteta should give them a shot in the league. What has he got to lose at this point? Ozil is kind of a mystery and maybe it's a matter that is beyond him but his treatment of guys like Saliba and Guendouzi, who is tearing it up in Germany, doesn't do him any favors either. It's not all on him, I can readily recognize that but alot of his issues are very much self inflicted also.

They've been a special kind of awful. Hard to imagine giving him slack when they have been this bad. Also him allowing himself to be controlled by the club and even Kia Joorabchian is the kind of thing that would completely turn me off a manager.
Ole doesn't have us in 15th spot, flirting with the relegation zone. That is the simple truth of the matter. Arteta did show promise early on but as stated previously, he completely lost his way this season. And alot of it is on him. Not to mention the obvious also, that when results are so consistently bad, and the threat of going down looms large, any type of slack goes out the window. That applies to anyone... Edit: That being said, we can only hope that the board will give him tons of slack. The mere thought of Arsenal hovering around the relegation zone, fighting for survival alone, is a pretty funny one as far as I'm concerned.
