It was reported he would travel with the team to Portugal mid-week, so there was speculation he could/would play on Thursday. If he did make the trip, my guess is that he was deemed not fit to play before the match. I haven't seen any reports on his status from Arteta or anyone else on him though.

From the Arsenal website summary of Arteta’s pre Fulham presser: on if Gabriel Jesus will be fit enough to play a part: Let’s see, he will only have one more training session. He really needs to feel confident and ready to do that, and he’s got a big say in that. It sounds as though Gabriel will have input on whether he feels ready. I don’t think he will start, but based on this answer I could see him coming on for the last 25 to 30 minutes of the game.
