I think he wanted to press and for the first 15 minutes they did a credible job, but without the positional discipline that a team like City have, because they have been doing it one way all year, pressing at the restart of the season is going to exhaust your players and eventually they will lose shape. Which is exactly what happened. While I also question the same tactical decisions you have questioned, it is worth noting that even though City were dominating possession, without Luiz’ contribution Arsenal might have actually come away from the game with a point.

He turned 19 in March. Was 18 when we bought him and was registered with the team (trained with us a couple times during international breaks before he got hurt). So this past season counts as season 1. He will get almost 2 full seasons with us before he turns 21. If I am not mistaken the rule is that they must be 3 yrs on the books at the start of the first season after they turn 21. He will be 21 in March of 2022. The first season after his 21st B-day is the 22/23 season in which will be his 4th on the books for us making him HG.
FWIW, that's how it works on Football Manager. As long as a player signs before his 19th birthday, he gets homegrown status. Going on loan outside the country has no impact.
