I was thinking since most MLS teams dont have sponsors on there kits anymore that they should allow team to have team or local sponsors on the kits as long as they dont conflict with MLS sponsors.

    DC and Columbus, I think.

The shirt sponsorships are reserved for the league's highest-paying sponsors. They would not be happy if they find out that a local sponsor who paid far less money got onto a shirt. The empty shirts are something to offer to potential new major national sponsors.

the crew have pepsi right on, the rapids had pepsi for a few years but dont have a sponsor this year and as you mentiond DC and the metrostars dont have one either, maybe with ADT signing on they can take one of those teams.

i thought KC was the ussf?

adt is not an official sponsor, just a corporate sponsor, so they will not be going on someone's back

That would be the Soccer FOUNDATION, not the Fed. There's a difference.
