Only if Juve finds a replacement, and Arsenal accept Juve's terms. Juve wants an 18 month loan with some sort of obligation, Arsenal wants just a 6 month loan with no strings. Juve is also chasing Zakaria, but the more realistic target is Nández from Cagliari who looks close to joining on loan. Bentancur is reportedly close to leaving as well, reports that he could be heading to Aston Villa for close to €20 million. If so that's a great deal of business for Juve.
Cagliari loaning one of its best players to Juve while in the middle of a relegation fight isn’t the best look for the league. It would be good for our guys in Venezia, though.
Cagliari is asking for two players in return on loan, Kaio Jorge and Fillipo Ranocchia (on Juve's U23 team). I believe there's also an obligation to buy Nandez as well. Juve is also trying to get rid of Ramsey, but he's rejected all offers so far. He's about to get the Ianquinta treatment.
He's had 4 offers from EPL clubs so far that Juve has accepted, he's turned down all of them. None of the offers match his current salary is the problem.
Then why don’t Juve just take some of that transfer money and pad his contract buyout? He’s got a half season left and he’ll be paid by his new club, they should be able to work out a deal if there is really EPL interest.
I understand why they'd want to add midfield depth if he leaves, but I've got your replacement - more minutes for every other midfielder in the rotation, all of whom I think are better at football than Arthur.

I'm not sure there is any "transfer money" in the proposed deals. At least I haven't heard of any. I mean, who would pay to take on Ramsey given his high wages, and injury history? If anything, like you suggest, any clubs willing to take on Ramsey would want his salary subsidized by Juve. It should be simple. Ramsey wants to get fully paid based upon the contract he signed with Juve. Juve wants him to go, but none of the clubs interested want to pay the full salary that Juve agreed to. Obviously, Juve needs to make up the difference. They made the bad contract. None of the proposed clubs want to be responsible for Juve's financial mistake. If Juve won't subsidize Ramsey's salary, they'll have to keep him for another 18months.
