Really? In what leagues is a penalty an assist? I've not heard of that.

 

Not sure about currently, but when FIFA established their criteria for an assist for the 86 and 90 World Cups, one of the standards was:

"After goals scored on penalty or by a directly converted free-kick the fouled player received a point."

Players in that situation are usually credited with assists in fantasy soccer leagues as well, regardless of whether the league itself counts it as an assist.
