I was aware that the PFA supported calls from FIFA and UEFA for changes to European law which will allow governing bodies to re-introduce limits on all foreign players.

But I was unaware they also recommended to the English Government that in the interim, a quota for work permit players should be introduced, with no more than two per club in the Premiership and one per club in the First Division. They also recommended that the quota should be accompanied by a requirement that the work permit player’s salary puts him in the top 25 per cent of the club’s wage structure, to address fears that foreign players are being brought in as cheap labour.

Two Work Permit players. That would only increase the pressure on clubs to keep youth talents from across the EU.
