Does the vast majority of the world play league/cup games with three substitutes allowed?

I am asking because I know in the U.S. that even though both MLS and WPS only allow three subs, other professional leagues (USL, etc.) allow five, and PDL/W-League allow six. I believe the U.S. Open Cup allows four, and I am not sure about NPSL/WPSL, etc.

However, I believe that most European leagues, even down to "Sunday" football in England, just allow three. Maybe even reserve games too. Is that accurate?

Thanks - I had thought that was the case. I wish America would finally get with the rest of the world on this, but at least MLS only allows three subs and stopped using penalties to decide regular-season games a while back, etc. Baby steps, I guess.
