The bill has the vehement support of Senator Jay Rockefeller, who last year asked during a congressional hearing, “Would it had been better if we’d have never invented the Internet?” while fearmongering about cyber-terrorists preparing attacks.

Most of it seems to deal with creating a new, cabinet level office to help with cyber security, as well as a new center to that end. I've done some key word searches and still can't find that clause.
Based on some of the stuff that gets posted in these forums, I'd say it's well on it's way to destroying itself already...

It's a pretty poor logo. But then again, I don't think their old one was all that and a bag of chip either. And they masturbate to that one, so...
Yeah, I don't get it either. One of them actually said that the old logo was the best soccer team logo in North America. "Delusional" doesn't even begin to cover it.
