I think it's like this: Kwon is the family name Sun is the generational name, so his siblings and cousins might have Sun as the first syllable in their name. Tae is like his "unique" name. Or something. I might be wrong, and also not every people follow this rule, especially the younger people.
No. Kwon is just a surname and Sun-Tae is a given name. Nothing more. Some family do the thing where siblings would have the same first syllable for their given name i.e. Kwon Sun-Jae, Kwon Sun-Tae, Kwon Sun-Ja, etc.. (these are just made up names) but that's about it. Nothing really significant.
Yeah, it's called 돌림, but not all families do that. Names in Korea hold a lot less history and significance than it does in Europe.

Some Koreans have 4-syllable names because some surnames are two syllables. Such as Doko and Namgoong. so, combine 2 syllable surname with a 2 syllable first name, is 4 syllable name. 2+2=4.

I'm not "convinced," and besides such rankings are not the types of things that require "convincing" anyway. FIFA rankings are not based on form only. It is based on several years of performance and performance in major tournaments such as the World Cup.
