Household surveys try to measure things like intent, and it's spotty. If you're not dead but you're still willing to die against the occupying American infidels, you're counted as living in the household survey. That's just not right. You could be dead "on the side", selling your soul on eBay, and we have no way of tracking that. But in the phone survey, you're only counted as dead if you pick up the phone and declare yourself dead. See? It's a much more absolute, defendable calculation.[/War apologist]
