After Costa Rica's win today, I was thinking that they clinched first place in Group D since they beat both Italy and Uruguay head to head. However, I think that is wrong. How can the head-to-head result NOT be the first tiebreaker in a two-way tie?
http://www.fifa.com/mm/document/tournament/competition/01/47/38/17/regulationsfwcbrazil2014_en.pdf says the tiebreakers are goal differential, goals scored, then head-to-head. All Costa Rica needs to win the group is a win or draw against an eliminated England team.
