There's a push in Nebraska to get rid of the unicameral, and some rural conservatives are pushing for a senate where each senate district would just be three counties, rather than districts based on population. Giving, say, the 20,000 or so residents of the Sandhills more political power than 800,000 Omaha metro-area residents makes perfect sense to them.
Put in Chicago/Chicagoland and Illinois and you get the same thing. People in the sticks complaining about Chicagoland running the show in IL. Well the Chicago Metropolitan Area (minus the areas that stretch into IN and WI) has like 62.5% of the population of IL.
The metro Detroit area is about 4.5 million people. Next biggest place? Grand Rapids. With 1 million in their metro. Then there's the companies that have headquarters or offices here.

If I were a betting man, I'd wager this is about getting cheap labor for large agribusiness operations. Particularly from migrant and undocumented immigrant communities.

And let's not forget those young boys who get a young girl pregnant. The boy will have to pull his weight to provide for the baby now that she can't get an abortion. Hence this law is a win-win!
