A procedural rule? Of course not. But it does strike me as being a lot more complicated and messy that it might seem at first glance. Each party stays out of the other's business. Personally, I see a logic and value in that.

Meanwhile, Rep. Don Bacon (R-NE) added: “I’d love to have him out of the conference. He shouldn’t be in the Republican Party.”
