Three that you may have overlooked are Red Cross, Catholic Charities, and LDS Humanitarian Services, all of which are involved heavily in Emergency planning and disaster relief. If I remember correctly, all three of them have better emergency reaction times than most first world governments. At least that was the case in Hurricane Mitch, Hurricane Katrina, as well as the Tsunami.
I did apply for a position at the local Red Cross and basically got a 'thanks but no thanks' because I was straight out of college. And while they may have great response times, they're not comparable to state or federal governments who only act at the locals request, and aren't involved in direct response only more long-term recovery efforts. This was a common misconception made after Katrina.
