Yes, this Libertarian believe that. But with those rights come liabilities. CHances are in any of those cases, those behaviors would be addressed in ways other than governmental law. For example, what bank is going to give out a mortgage on a property without proper insurance? And what proper insurance company is going to give out fire protection on a building that isn't built to minimize the risk of fire? Lack of government enforcement doesn't mean anarchy and chaos.
