That was a Cold War thing - plenty of bizarre research happened then that wouldn't be likely today (although given the current nature of Russia's regime, who knows). There's no scenario, though, where any part of the Chinese state devotes a research effort to "let's do another SARS outbreak on purpose." Possible accidental infection of a lab worker is a completely different story.

A virus that comes from nature can still infect humans in a laboratory. If the Chinese government had any early indication of some sort of serious lab accident, they would presumably have shut the virus down through immediate contact tracing and isolation. But given the amount of asymptomatic transition, there may be no way of knowing where and how the initial infection occurred, nor any way to have noticed at the time.

Yeah, it's been 30 years since I lived there, so I don't know how current this is, but the Vlaams (Dutch speakers) in the north have always been at odds with the Walloons (French speakers) in the south. 100 years ago the Walloons were better off economically, but not any more. Even back in the day, I knew French speakers who would say that if you're going to hire a tradesman of any kind, get a Vlaams guy because the Wallonais are lazy. Politically, it's like a lot of parliamentary democracies with 3-4 strong-ish parties and a few fringes,but then double that, since there is a French and Vlaams version of most of those parties. Can you imagine what it's like running a country with 10 or so political parties where none of them have more than 20% of popular support? Even the Diables Rouges/Rode Duivels have had issues with not everyone speaking the same language, although many of them are bilingual, and even speak English too.

Most people outside the infectious disease world don't know that St. Jude Children's Research Hospital in Memphis also has one of most secure highly infectious disease research facilities in the world. And they are studying the most deadly diseases, like bubonic plague, Ebola, and others. Smallpox is lightweight to what they have in that lab. It is so secretive that my ex (who was a post doc at St. Jude) knew somebody who worked on a different floor but didn't know what she did. It was not until they were meeting for lunch one day that she found out when the other person had to cancel. My ex learned that the other person had a small tear in the protective suit in the decontamination chamber and had to be in isolation for something like a week...to make sure she lived. Literally. She was also working on something more "mild", and that they didn't think it would be a problem, but they had protocols in place just in case. Serious protocols. Apparently the whole lab was living a week with the stress because of the fear of escape.
With a little luck, an upcoming SCOTUS decision could turn half of Oklahoma back over to the tribes - which might be a plus, because the FCT chiefs are doing more for the Native & Non-Native residents of OK than Governor Bushybrows is doing
