PRO's Week in Review for VAR is out. At 4:06 they cover the non-PK call from the Seattle game. Shockingly to me (and the refs I've talked to) not only to they support not calling the PK, they also state Seattle should have had a direct free kick which, up to this point, I (and again, those refs) was something I didn't think refs were allowed to do with VAR.
