Buckley v. Valeo was a 1976 Supreme Court decision. Essentially, it ruled that the Federal Election Campaign Act (signed by Nixon) with its amendments (which limits on "PACs" and wassigned by Ford) was partially unconstitutional. The FECA put strict limits on campaign donations and campaign spending by candidates. Buckley v. Valeo opened up the world of "unlimited" Campaign spending. It did not overturn limits on campaign donations, though (as many have claimed). The controversial part was overturning limits on so-called "Independent" expenditures (outside of the candidate or campaign). The most curious thing is the list of plaintiffs, which included James Buckley (a New York Conservative, later judge, and brother of William F. Buckley, Jr.) Libertarians, the ACLU and 1968 Presidential Candidate Sen. Eugene McCarthy. Here is a link to the decision.
