Mexico's women's league draws well now, so I wouldn't rule them out despite their NT not doing well recently. The roadblock they'll have is that Mexico is co-hosting the 2026 MWC w/USA and Canada. Reason why the USA isn't biding for the 2027 and will focus on the 2032 WWC.
As toad455 commented, Mexico won't have a problem drawing fans. Besides, previous expertise is definitely not a hosting prerequisite. See: just about every host for the men's World Cup over the past 30 years.

Latest news from FIFA about the world cup : The FIFA Council were also updated on the appointment of the following tournaments by the FIFA Congress as per the following dates: FIFA Women’s World Cup 2027™ in Q2 2024 (with bid regulations for approval in March 2023), FIFA World Cup 2030™ in Q3 2024 (with bid regulations for approval in June 2023) and FIFA Women’s World Cup 2031™ in Q2 2025 (with bid regulations for approval in Q2 2024).
Well, still sucks that the 2027 WWC will have less than a full cycle to prepare, but necessary since we're already barely 4yrs away. At least it's good to hear the 2031 WWC will get an equal 6yr lead-up like the MWC does.
At this point, it still looks like there's only two bids in place: The trio bid w/Belgium, Netherlands & Germany and the solo bid from South Africa. Chile, Brazil, USA, Italy and the five country Nordic bid have all expressed interest.

I recall Netherlands decided to withdraw its 2018 MWC joint-bid after FIFA refused to negotiate on tax payments. So, not sure why NED is bidding for 2027 WWC. Obviously it depends on the strength of the respective bids each cycle, but if someone from CAF or C'BOL can place strong bids in different cycles, (i.e. 2031 as 2027 is already covered,) I bet it doesn't go back to UEFA (or AFC or C'CAF) until it's hit every continent once
Brazil should just use the 2014 world cup stadiums for the women's world cup. On average they are bigger than the 2023 stadiums.

I hope they keep the games more concentrated on South and SouthEast regions. It can get hot and very humid closer to the equator even in Jun-Jul; Hope the bid priorize the players and the game.
