The NCAA is about to open bidding for championship sites for the next four years. The public-information site is open, but the actual "bid portal" will open mid-June. The site gives quite a bit of info for each sport. I culled the soccer info from a very-long-time-to-download PDF.

The "Festival" is something that Division II does. Each year, one season (fall, winter, spring) runs all of their championships at one city (including things like an Olympic-style opening ceremony).

I think it should be somewhere that is decently warm because thats right around Christmas time? Maybe a place like FC Dallas stadium? Baylor has really nice facilities?

Yeah... the FC Dallas/Dallas Final Four has really been a hit. Some of the worst Final Fours ever. No one cares down there. The NCAA should never go back to Dallas.

It probably makes more sense to be located somewhat close to most programs. SMU and Houston Baptist are the only programs in Texas. I think something between North Carolina and Pennsylvania or California (perhaps every 3 years) makes the most sense.

    From the D-I Men's document:

    4. The facility must be modern, clean and accessible and have at least 8,000 permanent and/or temporary seats.

    5. Field size and surface are a significant factor in considering bids. The committee prefers a grass field with the dimensions 75 X 120 yards

    From the D-I Women's document:

    4. The facility must be modern, clean and accessible and have at least 10,000 permanent and/or temporary seats.

    5. The Division I Women’s Soccer Committee requires games to be played on grass fields 75 yards x 120 yards.

It is possible that a site will get multiple years, so it is not set in stone that the four sites will get one event. (Philly is that much warmer?)
