does this mean Besagno wont be playing for the u-17s? and if so is this really a good thing? i'd rather he play in the u-17 tournament against some good opposition then play in the reserves.

if he really is planning to stay with RSL instead of with the u-17s i dont think it;s a good move.

No, of course Besagno will still play in the U17 championship. He's maybe their best player.

When I read it I didn't interpret it to mean that he won't be playing with the team. He just wasn't called into camp. Perhaps they're allowing him to take some time off to play with RSL before coming back to the U-17s just prior to the tournament? Otherwise it wouldn't make sense why they would leave "one of the squad’s leading players" off the roster. He's a big, physical player which is invaluable at that level. (See: Adu vs. Italy, 2005 U-20 WC)

He doesn't even play in the RSL games anyway though, so why wouldn't they call him into camp? He has only played one MLS game.

That's one more than any of his teamates.
