I read a bit about the Fan Card system in Belgium, but saw on Wikipedia that they stopped using it for Jupiler League matches last season. It says all you need now is an "ID card." Does this mean any form of ID? I.e. A visitor could show up with a British passport an hour before kickoff at FC Brussels and buy a ticket to see the match?

Is the Fan Card used in the lower leagues or did they stop when the Jupiler League did?

Basically, how easy is it to get a ticket for a match, and can you do it just before kickoff?

they stopped the fancard system becose nobody came to the football anymore, and if you go on matchday. they never ask your ID so you can just buy a ticket

That's not exactly true. At Club Brugge, the amount of supporters attending matches grew exponentially during the fan card period.
