The league is really pushed by DFB and Allianz. Not single clubs are important, the league as a whole is. See contrary to France. DFB wants to have a strong and possibly equal league as key for a strong NT in the future.
France is starting to even out tho with Montpellier and Juvisy joining the top pack. We'll see. But you are right, DFB have more an initiative than FFF.
