No. If no time has expired, the clock should read 20:00. Once the clock starts, and any amount of time expires, no matter how small, it changes to 19:59. The tenths-of-seconds aren't visible on the clock at that point, but what shown on the clock is always the lowest possible number. Just like when the 4th official holds up the "5" for stoppage time, that could mean 5, 5:05, 5:30 or 5:59... if a basketball/hockey arena clock says "4:38," that could mean 4:38.0, 4:38.1, 4:38 .7, all the way up to 4:38.9. What surprises me is at the end of a game, when the clock DOES show the time down to the tenths, the crowd wants to do a countdown chant, but they still haven't figured out all these years that the first digit on the clock isn't all that matters.

I remember many Crew halftimes where the clock wouldn't start at 15:00, but rather at 14:00 or whatnot. Then again, I guess that doesn't really matter, as it's not exactly 15 minutes from the halftime whistle until kickoff, as they gotta synch with TV, etc.

Soccer does not let the play finish. When the ref blows the whistle, it is over. That WC game where the ref blew the whistle wuth a cirner in the air is a prime example. If they'd have scired, it would not count. Pointy ball is from the snap. Basketball is the shot off. Soccer is the whistle. Not sure about hockey, water polo, or lacrosse.

i really hope he's not done making music. No idea what his plans are, but maybe forming a band or something.
He's been very active with three bluegrass albums in the last year. Two of them use material from his solo work to date, and a new concept album more or less about his grandparents. I also loved his "spacerock" album from a couple of years ago. One thing for sure is that he won't be fellating the Nashville establishment.
I own all of the above. I really like the 2 bluegrass reimaging records. The concept album has a few good tracks and is a decent listen straight through. He has said that that the end of the line for him. He's fulfilled his contracts and can do whatever he wants. I hope he still creates new music, but I guess we'll have to wait and see. I'd imagine he'll get the itch and do something. Maybe form a band, more bluegrass, whatever. I'm here for it and hoping there is more to his musical life. AFCON is something else right?
