IIRC if the limit of two professional contracts for academy player had been reached in a given year, then rights to other players in the graduating academy class were given up, and those players could be poached by other teams immediately.
Thanks. I wondered if that was it, but didn't remember that specifically. Kudos to MLS. But I thought I read on the Internet that they didn't care about youth development and were just stifling teams' efforts.
