After listening to the first couple of hours of the debate it is impossible to say what will happen. For a while it looked as though Clive Doucet might win his bid to get the design competition restarted, which would have killed LL, but he was defeated in the vote 15-8. However, they may have to vote again on that after lunch. Doucet only needs 8 people supporting a re-vote, but I don't see why the numbers would change. After that, who knows?
You can probably do minimal maintenance to keep the Civic Centre operational until a design contest was complete, and then you decide what to do with the Civic Centre depending on what the winning design entails.
