I think the way it is written, Costa Rica will do on their own. And it also means that Australia/New Zealand won't get a dry run with the U20 WWC a year before the senior one.

Maybe Australia or New Zealand will get to host one of the 2024 youth tournaments?

And now we know that the dry run will be the 2023 WWC play-offs.
