It's written explicitly on the website rules and guidelines page, so I would say yes. Don't know why that would surprise anyone. Just because it happens so infrequently doesn't mean there's a conspiracy. It prevents a player from trying to bid up one team over another.
Happened with Kris Boyd the other year. Houston wanted him but couldn't come to terms and he went to Portland. Portland had to give allocation money to Houston to complete the signing.

Caleb Folan had a successful spell in MLS? I remember he played for the Rapids, but successful sure sounds like a stretch to me.
the read from Tannenwald is that this is different than acquiring a player who is just on a discovery list though.
I like JT, but I think his read on this is off. He very much is against things like allocation rankings and discovery lists so I think he is reading into this based on those feelings. I could be wrong though, it is known to happen.

Soccer players can't participate in most of the activities that one would go to Vail for. So that might work for a player that is at the end of their career, but what about at the start of their career?
They can still eat well, shop well, and hike/bike Vail during off weeks in the summer. Or take them to Winter Park for snow-shoeing and cross-country skiing (national training center). I think those are probably allowed by the CBA.
It wasn't just that Vitoria was on VWFC's discovery list. VWFC was in contract talks with him, and he rejected the offer. By putting in an offer, VWFC maintains the first right to sign him (which is the same sort of scenario for MLS players who are out of contract that decide to sign for a team outside MLS), so MLS was trying to protect a team's right to hold new contract talks with the same player.
Well.. mountain biking is specifically called out as being prohibited in the CBA that ended in 2010.. I'd also guess that cross-country skiing is prohibited, but they did say downhill skiing was prohibited, so that may be a sign that cross-country skiing would be allowed.
Who said anything about mountain biking? There's a reason the USA Pro Challenge likes to have most stages in the mountains.
