This picture is from WWC 1999. I see no stars on the German shirt here. But teams have used the star system inconsistently over the years. I see France will have no stars on their shirt this summer, not the two won by the men. Same with England, no star. So it's Brazil and possibly Argentina and Italy who will wear the men's honours on their shirts in June.
To use again the initial Norway's example, I never heard that Japan's men's team ever tried to use the star earned by the WNT on their crest. On the other hand, I must admit that there is at least another federation, beyond Brazil, wearing men's honours on their jerseys, and it's Italy. On this recent picture, as seen on the WWC 2019 team's profiles page, you can clearly see the 4 stars representing the titles won by the men's NT (1934, 1938, 1082, 2006):
