I don't know about that. Has the whiff of United Nations security force about it. Toothless. But certainly in the case of English fans, I'd be all in favour of large numbers of British police travelling to games and taking responsibility for controlling the travelling fans instead of the local riot police. Won't happen, of course. Clubs won't want to bear the expense and the local police wouldn't stand for it. Incidentally, re the trouble in Sevilla, by all accounts the local police were great. It was the riot police who caused all the trouble.
I don't think it will be that easily. You can't just go around passing out personal information to any and all organizations you please. And without information, you lose. You don't combat violence with violence. At least not in an effective manner. Most Dutch clubs have a small team of police who are busy with that team's 'hardcore' as good as 24/7. They always travel to where the club travels, be it in or outside the country. Don't know if other teams do this as well.
A specialist police force would be good because it would provide some parity across the competition and they would obviously be trained to deal with any situations in the correct manner (i.e. the British way). I disagree with the poster above when he states that British police should control British fans. The problem is not the British fans and having our own police force would not solve the problem. The problem is inadequate local policing being unable (or in some cases unwilling) to deal with the home support.
