I think some thought it was just an act in the campaign trail, and that he would understand quickly that inside the beltway is different than what The White House is talking about. That is fairly SOP for those from outside the beltway. But The White House seems to have their reality, and don't want to (care to) understand that being inside the beltway is a different culture, a different life, and far more nuanced than it looks.
Not Trump voters. For those who are old enough to remember, the Trump campaign was essentially Ross Perot '92, updated for white nationalism. Ross would do the same thing that Trump did, which is that he never could answer any question during the campaign, but presented his ignorance as not being a problem. Government was easy, he said. There were plans everywhere. All we had to do was to get somebody in charge who had run a successful business and then stuff would get done. The pitch works on those who don't understand how government works, and/or those who have bought into the "swamp" concept, such that any outsider MUST be better than the current insiders. Only Russ didn't juice his appeal by adding various isms, and he didn't have the advantage of a party label.
