Those comments were in a press conference with Australia's new prime minister in the context of Australia's decision to join America's latest rendition of the "coalition of the willing", this time against Iran. To understand what Trump is doing, you have to first understand two things that people here refuse to understand: first, the US has no real military options against Iran, relying merely on its conventional forces. As Trump has been repeatedly advised by his military advisers, a conventional war with Iran would be not only a catastrophe and costly in every sense, it would likely spiral out of control and have unpredictable consequences without any assurance of victory for the US. Second, that despite knowing this, the pro Israel/military industrial lobby are putting a lot of pressure on Trump and are basically accusing him of being 'weak' against Iran. In this context, pushed to start a war the US won't be able to finish without going "nuclear", and reluctant to do so, Trump is brandishing the nuclear card to basically cow Iran. It hasn't worked before and it won't work now. To be fair to Trump, and at the same time give a sense of how what would have been previously regarded as unthinkable, is now quite common discourse, here is Trump being asked if he was going to use nuclear weapons against Iran two days ago. The answer might have been a no, but it is obvious Trump doesn't want to give up on the nuclear card since he was back talking about it again out of context in his meeting with Australia's PM.
