I was just clarifying what he said. He said he needs to take an exam. I'm assuming it's his citizenship exam. And if he passes he'll be eligible to get his passport. But to answer your question, one can get a US passport without being a US citizen. Google it. Ppl from Samoa are considered US Nationals cus it's a US colony. Hence, they can get a US passport without being a US citizen.
