    The system has fairly changed.
Last time I made quick change for some thought that the Euro's performers became treated unfairly particularly Portugal. Now back to the original idea.
World Cup carry more weight, increased as well.
In this case, All the 25 national teams I will explain it in greater detail (based on points system).

Its nice relying on tournament-points, makes it an official 100%, but there is still one major problem though that we can sum it up in one word unbalanced.

West Germany won the 1972 Euro title with 6 points to the current European champion Portugal 13 points, both the same as accomplishment.
Sweden have failed to qualify for the final tournament in 1964 due to different format from the previous editions of the Euros counted for zero points despite had a good run up to the quarter-finals is approximately equal to Iceland who achieved 8 points in the 2016 Euro tournament.
Also at the World Cup it becomes easier to win one game more since the expansion to 32 teams.

Technically they are best European team in 1950 (Third) as well 1958 (Runner-up).

All teams didn't participated gets nothing, England, Scotland, Northern Ireland, Wales and Denmark a few of several cases.
Although I'm very aware that Denmark was one of the earliest elite footballing nations, contrary to popular belief, when they were become competitive again the mid-1980s.

Heavy history is why Scotland in front of Poland and Greece.
Scotland is considered as the first giant NT (within four teams.. and for the rest of the world) of the first era in world football, they have been also the BHC's most successful team over five decades (half-century) in the world's oldest international football tournament prior to the 1930 FIFA World Cup.
No history of modern football if we get this out of it.

The ultimate underrated team and first in the list of the most underrated NT in the history of football, rarely who values what they have achieved over the years compared to many other European teams.

We can do it and make the difficult tasks look easy.
    Anything is possible.
Nothing is perfect but there is the best ranking as possible and if we failed we will try it again and again.

Simple answer Spain are inferior to England for the majority in this lifetime at international football.
Yes I know, three major titles in a short period of time, again is an all time list not since 2008 (international football +130 years old).
Its crime in football if anyone put Spain ahead of England in a long history list.
2008 & 2012 Euros helped Spain surpass Holland not England.

Ok, the same can be said before the 1954 World Cup.
All beginnings are often difficult to attend for all the teams for various reasons.
That's why personally I think WC54 the turning point.
Of course it's a subjective choice but subjective of logical reasoning.
You definitely have a point about much less the world best teams attend at the Olympic during the World Cup years (as many didnt sent a strength full team as well), therefore I reduce the number of points from 1936 to 1952, though I still consider the three editions in 1936, 1948 and 1952 are respectful tournaments, while I don't rate OGs from 1956 onwards that high.

    Maybe with succesful %.
I mean, a rate: points won between points disputed.

Or the integrity of UEFA is simply fractionally better as FIFA ;) With less interfering in the referee committee (1994 World Cup as most obvious example) or strange inexperienced referees on semi finals (1998 etc.). So more chance for countries outside 'the cartel'.

It's not like Italy and Germany haven't been trying hard to win the euros.

Croatia reached a final in 2018 in a football played and developped all over the world not a century ago.
For this reason i reckon that for the same best performance in the most important football tournament the croatian performance got more value. Especially for a republic independant only since 25 years.
They are definitely at 7th-8th place.

The world champions, germany, italia, france, spain, england and holland are top 6.

Although a list like this is mostly subjective unless you come up with a proper equation, this list is God awful. You can try to justify your reasoning, but something like England being third has simply no rational behind it whatsoever. I'd love your complete breakdown, because even without seeing it, it's without a doubt deeply flawed.

I think, it's important considering that long time ago, the competition was limited to a few countries.

I mean, a couple NTs being a top tier powerhouses, instead modern times with 5 NTs.

The same with a mid tiers countries. Or the level between tiers.

Or which era, each country reached its maturity level or golden age. I guess, for most cases since 1950s from then on.

This could be factored into the equation

Well, I preferred to deal with the farthest round achieved by a team, the points given to the round wins seems to be most accurate.
That's at least my humble opinion.

Really, thats fine and well do not rely on others, start doing some creating on your own, correct it and give us a list can you provide us a similar list for top 25 NTs.
We want to know who are the best European national teams throughout history that could be classified correctly with much less flawed, let's see because you wouldn't judge if you're unable to create one, right.

England fully deserve to be this highly placed (is still comfortably better than Spain, Netherlands, Sweden, etc by a significant margin) and if you have an objection you're welcome, anytime to brings your extensive knowledge of the game, although we both understand its not about England you trying to get Portugal into the debate to what ever happened to my beloved team, for whatever your own obvious personal reasons, you have to drop it, try instead to be an open-minded person.
It's easy to create and develop a proficient system while its quite difficult to establish criteria (knowledgeable and fair), but everything starts with trying.

Not yet worthy of a place on the list.
Croatia is ranked 27th on the all-time European list and that's quite remarkable for a country that only gained independence 27 years ago, historically they made the biggest leap on the World also for that matter which is a unique achievement.

Now be patient and stop right there, Croatia at 8th place is incredibly exaggerated, I can't wipe out 100 years of football.

Lol Croatia got already one world cup final, one third place along one golden ball that put his name in Real Madrid all times dream team and several champions league players winners in the last 30 years.
I don't care much about number of wins in 100 years...only best performances ever are memorized.
The only non european world champions countries that achieved what Croatia did this year (sweden, hungary, czech republic) did it 60 years ago.
Holland to me is 6th they are the greatest european nation not to win a world cup with 3 world cup finals (74 78 2010)
This is just my opinion let agree to disagree ;)

Denmark is a strange case ... the Danish NT was absolute top class in the early Olympic Era... then when the rest of Europe turned professional, the Danish FA stuck with the "Olympic" amateur spirit of the game up until the early mid 80's .. so except for the olympics, there is kind of NT "black hole", where all the Danish top players did not get to play for the NT when they had become professional or sigened a contract.

Try not to make assumptions without having any real clue. This is not about Portugal, as they were absent from world football for 30 years. This is all about how in the world England can be ranked above the Netherlands, Spain and France? Even if I try my hardest to use absolute bias with a large amount of creativity, I can't find a single metric in which England ranks higher than those teams. So I'll ask again, how did you come up with such a silly thing like England being third without laughing historically at your own bs.

It's key to do research first, because if you did, you wouldn't always sound so uninformed.
All time is the main topic and that's the way I see it, but if someone relly only on the World Cups (1950's 1st appearance) & the Euros (1962 to Present) or maybe if you feel the need for a specific set of teams to 'catch up' and make history to more modern ways, well, that's fine too, people have their own thinking process and views.

Do you considered how often some tournaments are played?
    - WCs, OGs, Euro, even Dr.Gero Cup (every 4 years)
    - British Home Championship (each year)

British nations are overestimated in a 4 years cycle.

Also, some tournaments were fully atended - since 1950s from now on

Pre-war tournaments are overestimated, since not every top nations take part on it.

The maturity level of competition wasn't equal across the eras.
    - The weakest level is pre-1890s (before leagues were created)
    - An intermediate level is until the 1920s (profesional leagues in continental Europe)
    - A mature level since 1930s from now on.

Also subestandard level of competition, with only 4 teams, or a competition between a couple of Full NTs vs Amateur or U-23 teams.
