Is that anything like east-coast bias? Or west-coast bias every 5 years or so?

No announcements that I am aware of. The bonus/penalty values seem to change slightly every year...I need game results and RPI releases to verify.

In January, the Men's Soccer Committee decided to upgrade secondary criteria in the Tournament selection process to primary status.

Therefore, this is the criteria for the coming season:

Primary Selection Criteria (not necessarily in priority order):
    • Won-lost record;
    • Strength of schedule; and
    • Eligibility and availability of student-athletes for NCAA championships.
    • Adjusted Rating Percentage Index (RPI), which includes:
      • Won-lost-tied record (25 percent).
      • Opponents’ strength of schedule (50 percent).
      • Opponents’ opponents’ strength of schedule (25 percent).
      • Bonus/penalty system (see below).
    • Head-to-head competition.
    • Results versus common opponents.
    • Strength and results against nonconference opponents.
    • Results against teams already selected (including automatic qualifiers with an RPI of 1-75).
    • Late-season performance in last eight games (strength and results).
    • Strength and results against conference opponents.
Also, the Committee had a discussion about penalties being removed for conference matches:

The committee reviewed the RPI and discussed taking out the penalty (not bonus) for conference matches. The committee asked staff to provide what that model would look like and take action after reviewing. The committee also reviewed what other RPI formulas would look like. The committee also reviewed and approved the selections policies and procedures document for the upcoming season.

Your country does not have the exclusivity of this unfortunately, but it is widely discussed in the Old Europe's press these days, as it seems there is a strong offensive recently in some of the States.
PS: It allowed me to learn a new word….

I assumed that the RPI formula's performance poorly with small data sets.

It is interesting to note that a team with a 0-1 record has the highest RPI currently, while a team with a 2-0 record is second - and it's the team that beat them.

St. Bonaventure lost 0-5 to FIU, who then beat James Madison 3-1.

I was mulling in my mind how many games it would take for the formula to be legitimate in the sense that the 0/0 variables had all disappeared from the calculations. Minimum of 3 games by each team? Or maybe 2 games with the appropriate mix?

The second part of the equation, opponent winning percentage, is worth the most (50%). Of course, one must subtract out the game in question when calculating...so after everyone has played one game, that part of the equation still equals zero. Therefore, the first team that sees its first game opponent win another game gets an immediate boost

I knew there would be an easy explanation that sounds complex.

What happens when your SOS drops from tied for #1 to #137? Your RPI goes from #9 to #94, even after winning a game. That happened to UC Davis yesterday after beating a team with a losing record, and the opponents of their first 2 games (previously otherwise undefeated) both lose a game.

The RPI formula tightens up near the end of the season, but early on it gyrates like crazy.
