i'm not a fan of either...but the first is less played out I think... It's equally played out (and more than a little stupid), but I like "Serve the People."
I think it's 1.2 or 1.3 billion poeple, but I guess not all chinese follow soccer. I don't mean to be a downer, but with the Chinese national team, somehow I believe it's possible for one billion people to be wrong, at the same time. I think something like "we'll get there" would fit better, although might not sound as good.
