You mean that the times Japan didn't even advance to the Knock-out Stage, there were anyway way less teams in the World Cup, so their general placement was anyway better?
Yes - their worst performance by finishing position previously was 13th in the 1999 WC, and they've tied that 13th place finish this WC. Brazil's worst before was 9th (three times) and they placed 11th this year China's worst was 8th (2015) and they're 14th now
