I've heard some people complain that he isnt a marquee player or a world beater. That may be, but he is definitely a significant improvement over the current striker pool. He is a guy who can actually play with his back to goal, as well as provide a decent scoring touch. This is top down roster pressure, not just a random depth signing

Who else in MLS besides the Revs signs players this old on loan? This isn't the first time, either. It smells more like the loaning club trying to get a player's salary off their books than an attempt to feature a marketable asset, which at this stage he barely is...
You complained the revs didn't go after Latin American talent. Now they got a Liga MX veteran and you're complaining about that? Goncalves was older when he came on loan and that turned out fine. It's actually better to have him on loan because the revs have more leverage and can just decline the purchase option, whereas if they bought the player outright they're stuck. I'm willing to give it a chance.
I'm thrilled that we're finally going for South American players because I think overall they give most bang for the buck as TAM or DP signings. And loans are great for young players or players up to their mid-20s. The Penilla loan at his age was the way to do it, so you're buying the player after he proves himself AND you've still got core team-building years when he's still in his prime.
Caicedo is 29, hardly ancient. I get that you want the revs to skew their signing younger and develop talent, but the dont really have a track record of success doing that. I'd rather get a guy who has his game figured out for 3 years, than a gy who doesnt for 6. And to echo Liverpool's point, the loan (as long as it doesnt include a recall option) is fine. Its insurance against the acquired player sucking.
