They should be, unless the FIFA rankings are some how tampered with but we all know the FIFA rankings are sound and always make sense
Years might be technically correct, but it is misleading. 2002 WCQ England was in pot 2 (Germany was in pot 1). 1998 WCQ England was in pot 2 (Italy was in pot 1). So two out of the last 3 WCQ England was a pot 2 team. IIRC,in 2004 EQ England was also in pot 2 (Turkey was the pot 1 team).

Overall I think that this is fairly balanced draw. Open three way race between Portugal, Sweden and Denmark (similar to Portugal's group in the 2002 WCQ). Greece will finish in the top 2 with Israel and Switzerland battling it out for the other. Czech should finish on top with Poland a close second. Other teams (except San Marino can take points, but are not as good) Germany and Russia are a level above the other 4 teams. Spain should win with Turkey 2nd. However, if Belgium wakes up they can sneak in. Bosnia will take some points from the top 3 teams but not enough to advance. Based on current form, Croatia should take this running away. However, England should rebound (in the past they have done well as a pot 2 team). I don't think that Ukraine can get back to WCQ 2002 level. If Austria's young talent develop, this can be a 4 way race. Otherwise, it is between France, Romania and Serbia for first. I will not be surprised if the 2nd place team that misses the playoffs comes from this group. Italy first, Bulgaria with the inside track for 2nd, Ireland might push them. Netherlands first, Scotland and Norway fighting for second.
