She is just for the Rep of Ireland VEP. You need to be able to find the equivalent but the rules may vary for other countries. The France VEP for our game was in a different office albeit closeby.

eventually I got an answer from the UEFA that is somewhat satisfying (see below), unfortunately too late to find any flights to Paris for tomorrow... :/

We understand that you are no longer able to attend the match yourself and wish for the tickets allocated to you to be collected by your guest(s).

The personnel at the Voucher Exchange Point (VEP) will assess on site (i) if such non-attendance by you is due to exceptional circumstances and (ii) having considered this, if they decide to make an exception and allow you to have your tickets collected by another person.

In order to allow the personnel of the VEP to assess the situation, your guest has to bring to the VEP the following documents:

    • The valid ID card or passport of your guest
    • The Voucher
    • A copy of your ID
    • A letter of attorney written and signed by you, the main applicant, which names the guest(s) that you wish to collect the tickets and which also explains why you cannot attend the match personally along with the nature of the relationship between you and your guest(s)

If any of these documents are missing or if the explanation provided by you does not satisfy the VEP personnel sufficiently to make an exception in your case, the tickets will not be handed to your guest(s).

In the event that the tickets are not handed to your guest(s) in this situation, EURO 2016 SAS will not refund the cost of the ticket(s), which have been refused collection and will not be liable to you for any losses which you or your guest(s) may have incurred.

A friend who had a voucher for a friend of his for the Republic of Ireland was refused pickup without passport data on Friday. He tried again on matchday and an FAI (our Football Association) staff member in the VEP requested of the local staff that he be given the tickets and he got them.

I know there were serious concerns re the Irish allocation for the game and our association wanted as many tickets as possible in Irish hands.

So it is at their discretion and no harm in keep trying.

There were a lot of tickets for sale outside our game at face value in the few hours before kickoff at the stadium yet we had thousands of ticketless fans in the city. Tickets were very scarce in the 2 days before the game.
