While it helps with travel for the visiting teams in both cases, u don't want to playing in the Mid Atlantic states in early March and don't need to be on the West coast in Summer.
It depends on where you are on the West coast. San Francisco Bay Area, Portland, and Seattle ordinarily all would be fine.
You sure as shit wouldn't want to be playing in the Mid Atlantic states in summer. Unless you have a death wish.

The rainbow number jersey announcement came on May 26, the day after the roster announcement. So if they are the reason she withdrew I'm not sure why she'd wait until now to make that decision. I would like to believe that she'd have better "personal reasons" for dropping out [especially with such short notice] than that.
