We thought the same thing in basketball after Yao Ming played for the Rockets years ago. They haven't produced anything since. They probably need coaches from Europe or South America to develop their players.
They have them, at least the big spending teams do, I do not know if they have many foreign coaches in their development academies, I assume they do.
