I think that if the game ends 0-0, SKC advances. If it ends 1-1 at the end of regulation and both teams score 1 goal in extra time, then it goes to penalties. Source
Yes, last night was kind of comical when the Portland players were celebrating at the end of extra time because they thought they were through then. Basically, goals in extra time count for aggregate, but not as away goals for the tie break.

The only way the game goes to OT is if THIS game ends 1-1 and aggregate is 2-2. To have any shot (even just OT) RSL has to score. If we don't, we won't advance. I don't like this setup for RSL as we simply don't do well in games of "just score".

Since it will be a daytime game I would say go to the watch party. If it were at night I would say stay home and watch it to avoid all the Draculas that lurk the city streets.
