First off ,mirror is a tabloid. Second, their source is another tabloid, the sun. Third , in this story, the changes would take effect in 2018. Fourth, it doesn't present anything coherent as to what the changes would be, meaning it's probably clickbait. Fifth, although the tabloids aren't 100% wrong and they aren't scared to post shit a more reputable source wont, they also aren't scared of sensationalizing a situation for clicks.
