Poyet did want a Uruguayan but they've also tried to be fairly frugal (thus no movement on Borini/Alonso and forever for Scocco to go). Would need to see more evidence before I believe it. Not sure LCY would be casually watching Koo+PJH on break if he were on the verge of move.
actually, they aren't being frugal with Borini. he prefers to stay with Liverpool (or return to Italy to one of the CL team).. although, if nothing materializes from Italy.. I suspect he will join them eventually (but he wants to play centrally.. so, Poyet has some convincing to do).
I'm guessing they're trying to manage salary or sticking points like relegation clauses. Maybe you're right as I am not follow too closely but money appears to be sunderland paper angle on it.
