Well, Maynor only came to the US in 2015 and I can't find a Green Card announcement. It's likely 5+ years away then.
I can't either.......................... This is one of those cases where even if it was 5 years from now, we'd be in with a shout. The kid is really young. He's only 11, but he plays like he's 15.
Can someone explain how Diego Fagundez could never be eligible for the U.S. but Mario Fernandes was for Russia? Only because Fagundez played in a competitive youth match for Uruguay before getting citizenship? Fernandes never played an official youth competition for Brazil, but played in a senior team friendly before acquiring Russian citizenship.
You answered your own question....official competition. Friendlies don't count toward the "must've been a citizenship or eligible for a passport of other country" rule.
It looks like this guy played his freshman season at Yavapai as "Alex" this past fall, scored 28 goals, and his now scoring more for NPSL Little Rock Rangers, which is not a bad name for a team.
To put that JuCo goal-scoring total in perspective, Justin Meram scored 21 as a freshman at Yavapai and 30 as a sophomore. Alan Gordon scored 9 as a freshman and 29 as a sophomore. Former LA Galaxy player Mike Randolph scored 22 goals, total, in two seasons, albeit as a midfielder. Irving Garcia, who had a cup of coffee with the Red Bulls, scored 20 goals in two seasons at Yavapai. Joey Gjertsen, who was a USL MVP, scored some big CONCACAF Champions League goals and played in MLS, scored 10 in his lone season there. None of this means Cuadron is gonna play in MLS. Plenty of people who scored a lot of goals at Yavapai and elsewhere did little after leaving the JuCo ranks. But Yavapai is a pretty amazing college program - they've produced three World Cup players (all defenders and goalkeepers, hence they aren't mentioned above) - and produced a lot of pros and even more D-I players. And this kid had one of the best goal-scoring seasons that program's ever seen. Combine that with his gaudy HS numbers and him producing in the NPSL (9 goals in 10 regular season games) and maybe there is something here worth following.

Not that it really matters for the purposes of this rather quiet and always-interesting thread, but Kamara doesn't really seem like much of a case for us. Unless something's going on we don't know about, he appears to be a straightforward case of a guy from another country who came here for college. His path to citizenship as a pro player would seem to be pretty standard.

Ignore all that I wrote previously... Maynor was in the UK for years, so he could easily have earned a UK passport. To go at 13, the kids would need British citizenship, which was reported in some random tweets.
The last sentence of the tweet says: If he becomes good, we hope he opts to play for Honduras. I take that to imply he has another citizenship.
As BostonRed mentioned, he likely has British citizenship. Hence his ability to move to Britain at the age of 13. As the son of the most capped Honduras international in history, it was always most likely that he'd represent Honduras. We probably said the same thing about Tim Weah, though. He scored 28 goals in 28 games for the FCD academy last season, albeit at the u12 level. And that was only in official DA games. He racked up a ton in the tournaments that the FCD academy goes to. A very talented youngster.

Also, the DC story is illustrated with a picture of a player wearing a Bethesda-Olney jersey, so clearly the school's players are not invisible. My sense is that the DC area is pretty carefully scouted by youth clubs, though I'm not an expert.
