    The game will be in Haifa at 9:45 P.M. local/8:45 P.M. CET/2:45 P.M. USA Eastern. Scotland has 8 wins and 3 draws in their last 11 games against teams below them in the FIFA Rankings and has won all 3 games against Israel. Israel has lost their last 4 home games and will clinch finishing last if they lose both games this month. Finishing last does not guarantee relegation because other groups in League C have 4 teams. Israel are small favorites in the betting odds. Last month Albania won 1-0 hosting Israel and Scotland won 2-0 hosting Albania.     Charlie Mulgrew scored a penalty kick in the 25th minute to give Scotland the lead. Dor Peretz equalized in the 52nd minute. Scotland's John Souttar got ejected for a second yellow in the 61st minute.
